Using prohormones or steroids under the age of 21 is a very bad idea.

Why? During this age, your body and brain are still developing. Even if you have reached your adult height and have all of your secondary sex characteristics, it is very possible that you still haven't fully matured. This is especially the case with the brain, which may not be fully matured until the mid-20's.

Sex hormones have significant effects on both physical and mental development. Thus, altering your sex hormone profile during development may irreversibly alter your physical and mental characteristics. One of the possibilities is premature closure of growth plates. Steroids/prohormones not only increase the levels of anabolic hormones in your body, they also have a vast range of other biological effects, including a shut down of the body's natural mechanism of testosterone production.

Those who tell you that it has been proven that steroids will stunt your growth, make you impotent in your mid-20's, and so on, are wrong. However, this is only because there really isn't all that much research in this area, and there are certainly many potential reasons why steroid use during development could cause such problems, along with other ones. So, the real problem is that you have no way of knowing if what you are doing is safe. The fact that your friend ran a cycle and didn't have problems doesn't mean anything. He can't tell the future, and may experience problems later in life.

Given the multitude of risks, if you choose to use steroids or prohormones at an early age, you are playing with fire. While it is your risk to take, if you ask a question about underage PH/AAS use, don't be surprised if everyone just tells you how stupid you are. There is no way to do it safely.
